AM Best rates Charp Re, and the market still sets the price

A Good rating puts a new name in front of cedents; what it writes at is the number that decides whether this cycle's discipline holds.

AM Best assigned Charp Re, Ltd. a Financial Strength Rating of B++ (Good) and a Long-Term Issuer Credit Rating of “bbb” (Good) in a notice dated September 22, and the version available carries the two grades, a Turks & Caicos Islands domicile, and little else. The outlook line is cut off, and the text is silent on the company’s capital, management, the lines it writes, and the parties behind it.

None of that makes the notice unusual. A grade is what lets a balance sheet be considered at all, because cedents and their brokers work from security lists and a name nobody has traded has little else to show them. But a rating letter never carries the price; an agency examines capital and plan and judges both adequate to a task it does not set, while the spread at which the company actually writes is set elsewhere. In a softening cycle, that spread is the only thing separating disciplined capacity from capacity that merely showed up.

The hard market’s returns left reinsurance capital with one unresolved test—whether discipline survives the arrivals—and the early reading is that discipline is being spent unevenly, on quiet basins and model updates rather than across the book. A run of local disasters is splitting the soft cycle into geography-specific repricings, which means any floor will be uneven by region rather than a single market-wide number. A rating assignment sits upstream of all of it: the agency’s bar is a solvency bar, the market’s is a rate bar, and only one of the two gets published.

The question worth asking about Charp Re is what it does with the accounts a Good rating will attract, and our read is that a B-band balance sheet in a softening market gets offered the business the stronger-rated end has already passed on. The next real test of this cycle is whether an entrant in that position holds its price or takes the volume—a call this desk will make now and check at the following renewal. If the new names hold, the soft market has a floor the 15–20% cuts did not remove; if they do not, the floor was a bet on geography, and the bet stays open.

The notice carries two grades, a domicile, and no outlook line. Whoever prices the name first will supply that line.
